Remember that Rudra (shivaShiva) has the soul of fire and viShNuViShNu has the soul of soma (nectar, moon). All the world including the fixed and movable beings have the combined souls of fire and soma (shivaShiva and viShNuViShNu). The supreme lord of rudraRudra (shivaShiva) is viShNuViShNu and the supreme lord of viShNuViShNu is shivaShiva (rudraRudra). The same lord is moving in the world always in two forms. ViShNu does not exist without ShaNkara (shivaShiva) and Shiva does not exist without Keshava (viShNuViShNu). Hence, rudraRudra (shivaShiva) and upendraUpendra (ViShNu) have attained oneness, since long before.
