This is very much wrongly interpreted.

Skanda Purana, Book 5 (Avantya Khanda), Section 3 (Revakhanda), Chapter 142

Verse 13 says:

"tataḥ sā kālaparyāyādaṣṭavarṣā vyajāyata |

pūrvoktaṃ caiva tadvākyamaśarīriṇyudīritam" Correct transition:

"Eight years after her (Rukmini's) birth, The aforesaid speech was uttered again by the incorporeal"

Same chapter, Verse 18 says:

"puṇyāhamadya saṃjātamahaṃ tvaddarśanotsukaḥ kanyā madīyā rājendra hyaṣṭavarṣā vyajāyata" If correctly translated, it means:

"Born on this auspicious day, O king of kings, my daughter was born at the age of eight"

Skanda Purana states that Rukmini was born at the age of 8, and after a revolution of 8 more years she was married. Which means she was 16 (8+8=16). Keep in mind that Rukmini was Maha Laxmi so she wasn’t born from a mothers womb. As was Sita mata. She appeared from a lotus flower appearing as an 8 year old. After 8 more years she was married. It’s mentioned in various texts that she grew up hearing stories about Krishna. He didn’t abduct her against her will, she called him, wrote him the most beautiful love letter which made him fall in love with her deeply. So many wrong interpretations of our scriptures which have caused so much wrong misinformation and false narratives to spread. Krishna himself was 11-12 when he left Vrindavan and obtained all his knowledge in 6 months time before returning to home.
