You can read free of charge the English translation of Mudgala Purana from Google Playstore. It is translated by Saraswati Raman, Rupal Satish Kulkarni, Yogindra Vijay Deodhar and Ganesh Vinayak Joshi and published by Mudgala Purana Trust. However, if you want to have the book, you can buy it as an epub from Google Play Store link and also volume 2 link and the last volume (volume 3)link
Also, there is a Hindi translation (5-volume set, editor - Dalvir Sing Chauhan) which you can buy from Exotic India
