I had read it somewhere that Shakuni hated both the Pandavas and the Kauravas in Mahabharata. Why was it that he wanted to create a conflict between both the families?

No, he loved his sister alot but later on he was to much lost in his oath that even didn't realised that he is doing no good to her sister too that is gandhari, as he thinks that
Hastinapur has cheated them by giving a blind husband to his sister and also due to which his sister too blindfolded herself for life. From then only he took oath to destroy the whole vansh why was not only Pandavas but Kauravas too
