It's actually describing the traits of that Rashi. Just like the Rashi influences in building the traits of the native there are other factors that contribute too. So, IMO, the determination of the native's traits will depend on many other factors and which may be better represented overall by his birth varna than his Rashi varna.

I was simply answering OP's Q which originally was " What scriptures say varna is determined by rashi?" Then the answer to it is the Jyotisha scriptures like i have mentioned.
